Sri Lanka International Universities Foreign Campus setup
Sri Lanka government is considering to establish foreign university branches of the world-renowned Universities with the objective of making Sri Lanka an International Knowledge Hub.
The move will attract foreign university students and it will help to improve the World University Ratings in this country. The proposal was approved by the Cabinet as a matter of policy.

Even though legal provisions are in existence to admit 4.5% of foreign
students out of the total number of students expected to be admitted annually
to the State Universities Undergraduate Degree Programmes, it has been found
that only a limited number of foreign students get registered to study in the
Universities of Sri Lanka.
Considering this situation, the proposal made by the Minister of Higher
Education, Technology and Innovation, with the objective of making Sri Lanka an
International Knowledge Hub, to initiate promotional activities for admitting
foreign students on fee levying within the already allocated percentage for
foreign students, to admit the children of Sri Lankan foreign employees to the
State Universities on fee levying basis from foreign currency and to initiate
necessary action for establishing branches of the world-renowned Universities
as per the World University Ratings in this country, was approved by the
Cabinet.
All recruits to the proposed
‘Multi-Purpose Development Task Force’ will be absorbed into the permanent
cadre of the public service from October 1 following a seven-month training
programme, the President’s Media Office said in a press release.
Sri Lanka Government has called
for applications from the unemployed youth between 18-45 years, who have
educational qualifications below the ordinary level, for the establishment of
the task force.

The duly filled applications must be handed over to the Grama Niladhari Officer in the relevant area before February 15.
The Grama Niladhari Officers are

The initiative aims to recruit
100,000 low income youth to fill many unskilled employment opportunities in
Government and affiliated institutions.
All of them will be entitled to a
monthly allowance of Rs. 22,500 during the training period. Those who complete
the training successfully will be recruited into the permanent cadre and will
also be entitled for pension.

B. Jayasundara, in the release said that certifying false information could
lead to disciplinary action. The interviews for recruitment will be held within
five days from February 26 at the Divisional Secretariats or a public place
named by the Divisional Secretary. The interviewees are encouraged to present a
certificate obtained by the Grama Niladhari Officer and other relevant
documents during the interview.
The training for the successful
candidates will commence on March 3. The Government will create a labour pool
to implement the project.“The recruits will not be detached from their families
and they will be given appointments in the same area where they are resided or
in close proximity to that. They will also get foreign employment opportunities
later based on their satisfactory service, excellent performance and
discipline,” the press release added.
The programme was initiated based
on a concept of President Gotabaya Rajapaksa.

This aims to provide employment opportunities to 100,000 low-income earners, stated President’s Media Division.
The interviews commencing from February 26 will be carried out over 05 days at Divisional Secretariats and other public places designated by the Divisional Secretary.
100,000 people from low income families with no formal education will be provided with employment in sectors such as masonry, carpentry, agriculture, fisheries and forest conservation after being trained under the supervision of the Ministry of Defence and the tri-forces.
In a bid to empower families eligible for the Samurdhi benefits and unskilled youth from low income families with no formal education, the government is to establish a Multi-Purpose Development Task Force, a program to generate 100,000 employment opportunities aimed at eradicating poverty.
Under this scheme youths belonging to the poorest of poor families will be selected. This would provide an income to the poorest families and that would raise the living standards of those families.
Once trained and absorbed into specific areas, they will receive a monthly salary of Rs.35,000 and plans are ahead to provide employment opportunities in the residential area itself.
The recruitment will be conducted under the supervision of Buddhist monks and other heads of religious places, government agents and public officials. The assistance of security force officials will also be provided for the recruitment process.
The youths will be employed in hospitals and government offices as unskilled workers and in other departments such as fisheries and wildlife after training them in the required skins. They will also trained in skills such as carpentry, mason and other such vocations and deploy to the government services where such workers are required.

Sri Lanka government has decided to appoint a special committee to provide relief to students who were victimized by Ragging at universities, campuses and higher education institutions, Higher Education Minister Bandula Gunawardena said. Government will take steps to enroll students who left the higher education system due to ragging, back into state-run universities.
Minister Bandula Gunawardena said in the year 2018 alone, 2000 students have left higher education.
When the Sri Lankan university system enrolls 30,000 students annually, another 20,000 go abroad for higher studies. The number of students refusing university admissions has increased due to ragging. Also a significant number of students have been hospitalized and have committed suicide due to physical and mental torture. This could be considered a national crime, the Minister said.
The committee will focus on students who have left the university due to ragging in recent years. The Minister stated that announcements will be made in newspaper advertisements to call for complaints and appeals to gather evidence.
Seven members have been proposed to the committee. The committee is chaired by former Supreme Court Judge Dr. Saleem Marsoof. Former Vice Chancellor of the University of Sri Jayewardenepura, Prof. Narada Warnasuriya, Dean of Pali and Buddhist Studies at the University of Sri Jayewardenepura, Prof. Magammana Pragnananda Thero, Rev. Dr. Bennett Shantha Fernando, former Vice Chancellor of Uva University Dr. Chandra Ambuldeniya, and President’s Counsel Prasanna Lal de Alwis are the other members of the committee.
Prof. Janitha Liyanage, vice president of the University Grants Commission will serve as the convener and the secretary of the Committee.
This committee will conduct fair, impartial probes into the reasons for students dropping out of universities as a result of Sri Lanka ragging and submit recommendations to the Higher Education Minister within 90 days.The minister stated that he expects to provide relief for students who suffered because of ragging incidents since 2015. As per the Universities Act students cannot enter a local university if they fail to enroll once after receiving admission. Minister Gunawardena said the committee will look into this matter as well.

The plan to recruit 100,000 unskilled youths to multi-task human resource force (100000 Jobs to youth) has reached its final stage. This is being done under the Vision for Progress envisaged in the election manifesto of Sri Lanka President Gotabaya Rajapaksa.
The notification for calling of applications would be issued by January 20, 2020. The youths belonging to the poorest families are eligible to apply.

Z Score Cutoff marks release Sri Lanka UGC Campus University 2020
UPDATE – Much awaited, A/L Zscore cut-off marks will be released on Monday October 26. A total of 41,500 candidates will be allowed to enter state universities, Sampath Amaratunga, the chair of the University Grants Commission told to NewsFirst. The university intake for degrees such as medicine and engineering has been increased this year, Amaratunga further said. Releasing Z Score cutoff marks delayed due to a lawsuit / case filed and due to coronavirus outbreak and limited staff at UGC. Z-score cutoff marks will be released to UGC official website www.ugc.ac.lk .
Releasing Z Score cutoff marks again delay. According to UGC sources, releasing Zscore cutoff marks delay due to a lawsuit. UGC is now consulting with Attorney General AG department’s advice over this matter. UGC earlier said they will release Cutoff marks October 1st week or before 2nd week.
NOTICE TO APPLICANTS WHO HAVE SUBMITTED APPLICATIONS FOR UNIVERSITY ADMISSION BASED ON THE RESULTS OF THE GCE (A/L) EXAMINATION 2019
In a case pending before the Supreme Court in relation to allocation of places for courses of study between the students who applied for University admission under New and Old Syllabi based on the results of the GCE (A/L) Examination held in 2019, a motion was filed by the Hon. Attorney General informing the decision of the University Grants Commission (UGC) in principle to the Supreme Court. Unfortunately due to lack of time, the matter was not listed this week. Therefore Hon. Attorney General took further steps to file another motion seeking to list the matter on 20.10.2020.
The cut off marks will be released thereafter.

“Lanka Education” managed to contact University Grants Commission (UGC) officials. According to UGC sources, much awaited 2019 ZScores cutoff marks will be released to the internet before commence 2020 A/L examination. UGC sources further told “Lanka Education” that the 2019 A/L exam based ZScore Cutoff marks will be release before October 2nd week. Sources further say they will try their best to release cut-off marks during October first week.

According to the University Grants Commission UGC sources releasing Zscore cutoff marks and starting university entrance for new academic year will be delayed due to coronvirus outbreak. UGC sources say the delay is due month-long public service shutdown following curfew and less staff reporting to work as a safety measures. UGC has not yet announced the exact date of releasing Z-score. We “Lanka Education” will update the cut-off marks release dates in coming days once contacted the UGC officials.
Earlier Sri Lanka University Grants Commission UGC planned to release cut-off marks on 2020 June or July months and speed the university admission process. Release was delay due to sudden coronavirus outbreak, curfew, and safety regulations. UGC has not yet announced the exact date.

The Program to provide jobs for all unemployed graduates and diploma holders has commenced. In line with its election pledge, the new government of Sri Lanka is to provide employment opportunities in the state sector for about 50,000 unemployed graduates by 1 March this year.
Vacancies Jobs for graduates and diploma holders in Sri Lanka
The initiative will be Sri Lanka’s biggest unemployed graduate recruitment programme for the state sector, surpassing the recruitment of 48,000 unemployed graduates in 2012 under the Mahinda Rajapaksa regime.
The aim is to help reduce the unemployment rate to below 4%. Currently, the overall unemployment rate in Sri Lanka is 5.1% and the youth unemployment rate (age 15-24 years) is 23.3%, according to the Sri Lanka Labour Force Survey.
Government Jobs for Unemployed university graduates in Sri Lanka
Following the surprise change of government in mid-November last year, the new government is gradually making changes to the entire education system. The new unemployed graduate recruiting programme, ordered by President Gotabaya Rajapaksa (the brother of Mahinda, who is the current prime minister), will be one of the main challenges for the government ahead of a crucial general election expected this April.
In the presidential election in mid-November last year, students and lecturers seeking better security and radical changes in education voted against the Unity Government after it failed in nearly five years to introduce promised educational reforms and also failed to prevent the Easter Sunday terrorist attacks.
Students and lecturers played a key role behind the scenes in the defeat of the previous government. Candidate Gotabaya Rajapaksa won the election, securing 52.25% of the vote. The election turnout was 83.72%, the highest for a Sri Lankan presidential vote, reflecting a strong turnout from new young voters desiring change. Students were an active part of the election campaign, especially via online and social media.
According to the official figures, in Sri Lanka there are about 45,000-50,000 unemployed graduates.
Education Minister Dullas Alahapperuma, addressing the media in Colombo, said that preliminary work has already commenced to recruit 50,000 unemployed university graduates. On the directive of President Rajapaksa, a separate institute will be established to look into the vacancies available in government institutions. A cabinet paper will also be presented to the cabinet in the coming days.

According to the minister, recruited undergraduates have to undergo six months of special training before being appointed.
The government is hoping to recruit most of the graduates as school teachers to fill vacant positions in the areas of mathematics, science and English language. Those recruited for teaching will be specially trained prior to their appointments. According to reports, there is a shortage of about 20,000 teachers in Sri Lanka.
“The president has instructed to keep politics aside and follow a transparent process to recruit all graduates,” the minister said. “Age, race and religion will not be an issue and whether they obtained the degree as an internal student or not will also not be considered for the recruitment process.”
However, Convener of the Combined Association of Unemployed Graduates (CAUG) Venerable Thenne Gnanananda Thero, speaking to University World News, said there are doubts about government’s commitment as the promise was only made verbally.
“Government is dragging out the unemployed graduates issue: First they promised to give jobs on 1 January, then postponed it to 15 January, now they have dragged it out to 1 March,” Thero said.
“We do not believe their lies; we will come to Colombo and launch a protest and will get a written promise from government.”
CAUG has planned a massive protest march in Colombo on 22 January.
“The previous government cheated us and it seems the new government also wants to do it. We are warning this government that if it fails as promised, we will fight and topple the government as we did last time,” Thero said.
Parallel to the recruitment of graduates, the government has decided to provide 100,000 jobs to low-income young people who have completed school studies up to Grade Eight – which is a junior secondary grade for 13-year-olds. Those recruits will also undergo special training before the appointments.

According to Space Station website, International Space
Station, is the third brightest object in the sky and easy to spot if you know
when to look up.
If sky is clear, visible to the naked eye, it looks like a
fast-moving plane only much higher and traveling thousands of miles an hour
faster.
The sighting opportunity will begin at 6.42 pm local time and will be visible for a maximum time period of 6 minutes before crossing back below the horizon. It appears North West direction 12° and will disappears 11° above South East.
ISS said that the Max Height (also known as elevation) will be 62°. It represents the height of the space station from the horizon in the night sky. The horizon is at zero degrees, and directly overhead is ninety degrees.

first has been declared as 35° above South West and will leave the field of
view 13° above North by North East. This value, like maximum height, also is
measured in degrees from the horizon.
Watch the International Space Station pass overhead from

The space station looks like an airplane or a very bright

station flies at 17,500 miles (28,000 km) per hour).

No, you can see the space station with your bare eyes, no
equipment required.
How often can I expect to see the space station?
The space station is visible because it reflects the light of the Sun – the same reason we can see the Moon. However, unlike the Moon, the space station isn’t bright enough to see during the day. It can only be seen when it is dawn or dusk at your location. As such, it can range from one sighting opportunity a month to several a week, since it has to be both dark where you are, and the space station has to happen to be going overhead.

Minister Dullas Alahapperuma says that all unemployed graduates will be given jobs before the 1st of March without any differences. It will be implemented according to the manifesto of the president.
He further stated that President Gotabaya Rajapaksa has given instructions to give job opportunities for unemployed graduates regardless of the type of their degrees, age, political affiliations and any other divisions.

During a media briefing in Colombo He said that the proposal will be submitted to the next cabinet meeting to take the relevant policy decision. The government has paid its attention on giving a special training for the graduates under the program. According to an observation of the President, the Inland Revenue Department needs 117 graduates and there is a surplus of graduates at divisional secretariats where they were recruited as development officers. Minister Alahapperuma said that the President has paid his attention on directing graduates to fields based on their degree, and skills.

Sri Lanka Government will take steps to enroll students who left the higher education system due to ragging, back into state-run universities, Higher Education Minister Bandula Gunawardena said.
The Minister will meet relevant officials of the University Grants Commission (UGC) next week to discuss matters relating to the new program. He also plans to call for a report from the Commission to look into the possibility of re-enrolling the students who dropped out due to harassment in state-run universities.

“Intelligence reports have shown that at least 2,000 students have left state universities due to ragging incidents up to last year,” Minister Gunawardena said adding that, “a student selected to the Medical Faculty and who had to leave due to ragging could be working as a bus conductor now. We want to give these persons their missed opportunities”.
He said they are planning to place a public notice in newspapers soon calling for victims of ragging who left the universities to write to the UGC.
This move comes amidst the arrest of 12 students attached to the University of Colombo over severely assaulting another student. The suspects were later remanded till Monday (13). Two students were treated for injuries following the incident.
Minister Gunawardena said leaders of the Inter-University Students’ Federation have pledged to aid the Government to curb ragging in higher education institutes.
“We have also advised Vice-Chancellors and Lecturers to inform the police immediately when they receive complaints relating to ragging and harassment. They are told not to get politicians or the university administrations involved,” he added.
