University Admission Appeals
Students can make appeals only by e-mail regarding issues such as changes in courses, changes in the university and other issues arisen with the issuance of cut-off marks for university admissions.
Students can appeal from the official website of the University Grants Commission at www.ugc.ac.lk or directly to the e-mail at firstname.lastname@example.org.
Also students should send an appeal to the UGC in written. Students should forward a written appeal to the UGC along with the documentary evidence in support of the appeal. A photocopy of the appeal application form in the UGC admission handbook could be used as the appeal format. Appeal should be forwarded to the UGC before November 23.
Notice on appeals – Candidates who are unable to send appeals on university admission for the academic year 2019/2020 via post due to the prevailing curfew in the country can send a copy of the appeal to email@example.com. The original documents should be sent to the UGC via registered post once the curfew is lifted.

Prospective undergraduates applying for university entrance for the academic year 2019/20 have raised concerns over the cut-off marks based on Z-scores that have been set for the old and new syllabi.
Z-scores for university entrance was announced for students who sat for the 2019 GCE Advanced Level (A/L) examination last month, under the categories of old syllabus and new syllabus.
“There have been several complaints we heard, where students were saying that they wrote exams under the new syllabus and had an unfair advantage over the old syllabus. We have allowed such students to send us their appeals through post before 23 November.
“Given the present pandemic and the limitation of postal service access, we will entertain the appeals over email at firstname.lastname@example.org to which the students will have to submit a scanned copy of the appeal form,” Minister of Education Prof. G.L. Peiris told The Morning website.
Once the quarantine curfew is lifted, the original appeal form will have to be posted to the the University Grants Commissions (UGC) to the below address:

The words “Appeals – University Admissions” is to be indicated on the top left corner of the envelope. A payment of Rs. 500/= is to be made for every appeal, which is to be credited following the below information:
(i) UGC Collection Account No. 0002323287 at Torrington Branch of Bank of Ceylon
(ii) Collection Account No. 167-1-001-4-3169407 at Town Hall Branch of People’s Bank
This is to be done by filling in the paying-in-voucher for payment of cash to the UGC. Every appeal is to be accompanied by the counterfoil of the paying-in-voucher authenticated by the seal of one of the above-mentioned banks and the signature of an authorised officer
on such counterfoil.
No appeals will be considered or notified without this payment, and incomplete or appeals with unclear reasons will be rejected.
According to the UGC procedure, the appeals will be taken into consideration through an Appeals Committee appointed by the UGC.
Appeals will be entertained from the following:
(a) Applicants who fall within the declared minimum Z-score for selection for a particular course of study of a university, for which the requirements for university admission have been fulfilled but not selected, subject to provisions made in Section 3 of this Handbook.
(b) Applicants who have been selected for a particular course of study of a university, but consider that they qualify to be selected for another course of study of a university indicated by them for which the requirements for university admission have been fulfilled, subject to provisions made in Section 3 of this Handbook.
(c) Applicants who request that their course of study of the university/higher educational institute be changed to another course of study of a university/higher educational institute to which they have given a lower preference for which the requirements for admission have been fulfilled. (In order to consider appeals for a change of course of study of a university/higher educational institute, there should be vacancies in the relevant course of study of the university/higher educational institute. Students’ order of Z-score will be taken into consideration when there are more applicants than vacancies.)
(d) Applicants who failed to apply for a particular course of study of a university/higher educational institute for which the requirements for admission have been fulfilled. (In order to consider appeals under this category, there should be vacancies in the relevant course of study of the university/higher educational institute. Students’ order of Z-score will be taken into consideration when there are more students who have appealed than vacancies.)
If the student wishes to send more than one appeal, a photocopy of the specimen form for appeals can be used.
The Appeals Committee will not consider appeals made in respect of the following, and such appellants are hereby informed that their appeals will not be acknowledged and payments will not be refunded.

How to make a request for inter university transfer or change of course of study?
Candidate who seeks an inter university transfer or a change of course of study, should get him/herself registered with the university to which he/she has been assigned in the first instance.
Then the candidate has to forward a written appeal to the UGC along with the documentary evidence in support of the appeal.
Is it possible to change the university and the course of study to which the candidate has been assigned?
Yes, but there is no guarantee that every request for inter university transfer or change the course of study will be accommodated.
What is the method of determine the applicant’s district for university admission?
The district of any candidate (whether school or private) will be the district of location of school in which the candidate was enrolled (on the basis of school records) for the highest number of days during the three-year period ending on the last day of the month immediately preceding the month in which he/she sat the G.C.E (A/L) examination to qualify for admission even in case of having proof of residence in another district for a period more than the days he/she was enrolled in a school specified above.
However, the district of a candidate who has been enrolled in a school/schools for a period of less than one year during the three-year period stipulated above will be determined on the basis of the location of school/schools which he/she had been enrolled, permanent place of residence of the candidate and other evidence as decided by the UGC.
