Sri Lanka’s second budget under the National People’s Power (NPP) administration is set to be presented to Parliament tomorrow (7 November). This will also mark the 80th national budget since the country gained independence.
President Anura Kumara Dissanayake, who also serves as Minister of Finance, will deliver the second reading of the Appropriation Bill—commonly known as the Budget Speech—in Parliament. The first reading of the Appropriation Bill took place on 26 September 2025.
Debate on the second reading of the budget will begin on Saturday (8 November) and continue over six days. A vote on the second reading has been scheduled for 6:00 p.m. on 14 November.
The Committee Stage debate, which allows for detailed discussion and examination of expenditures for each ministry, will run for 17 days from 15 November to 5 December. The final vote on the budget (third reading) is expected at 6:00 p.m. on 5 December.
