Sri Lanka Secures USD 100 Million ADB Loan for Power Sector Reforms, Plus USD 3 Million Grant for Cyclone Recovery

Sri Lanka has finalized agreements with the Asian Development Bank (ADB) to mobilize a USD 100 million policy-based loan aimed at advancing the country’s Power Sector Reforms and Financial Sustainability Program (Subprogram 2).

According to the Ministry of Finance, Planning and Economic Development, the program is designed to help establish independent, financially sustainable electricity utilities and accelerate the development of renewable energy for national power generation.

The Ministry of Energy, working alongside the Ceylon Electricity Board, Sri Lanka Sustainable Energy Authority, Lanka Electricity Company Pvt. Ltd., and the Public Utilities Commission of Sri Lanka, has completed all required pre-policy actions for Subprogram 2. Once the loan agreement becomes effective, the USD 100 million will be disbursed to the Treasury.

In addition, Sri Lanka has secured a USD 3 million grant from the ADB’s Asia Pacific Disaster Response Fund to support emergency response and recovery efforts following Cyclone Ditwah, which caused severe flooding, landslides, and other widespread damage.

The grant will be used for essential relief activities, including emergency rescue equipment, medical kits, food supplies, water and sanitation systems, transitional shelters, hygiene kits, debris-clearing tools, aviation fuel, and communication equipment.

Both the loan and grant agreements were signed on December 05, 2025, in Colombo by Dr. Harshana Suriyapperuma, Secretary of the Ministry of Finance, Planning and Economic Development, and Mrs. Cholpon Mambetova, Country Operations Head of the ADB Sri Lanka Resident Mission.
