Academic activities of universities Starts as Non-Academic Strike end

Sri Lanka University Grants Commission UGC has informed all university chancellors to recommence the academic activities of the state universities from Monday October 14 that were hampered due to the strike action launched by the non-academic trade unions.

Vice-Chairman of the UGC, Professor L. P. Gunaratne says that thereby all universities will be opened in the upcoming week. He further said that examinations and lectures that were postponed due to the strike could be carried out smoothly according to the time table.

He further says that the process of enrolling the new entrants to the university that was also hampered due to the strike will also be expedited. The strike action that was in effect for 33 days was brought to an end last Friday (October 11) following the promise given by the subject minister to resolve their existing wage anomalies within a month.

The strike action launched by the non-academic staff across state universities in the country was called off October 11 following an agreement with the authorities to resolve the salary anomalies of university employees within a month.

Following a cabinet decision to resolve the issue, the decision was taken to end the 33-day-long strike after an agreement was signed between the Higher Education Ministry, the University Grants Commission and the University Trade Union Alliance.

Campus Resume

Accordingly, the trade union action will cease from October 12 and all employees will be informed of the decision. The employees will report to work from Monday (14) and normal functions at state universities will be resumed, the Media Secretary of the union Wijayatilake Jayasinghe said.

Two cabinet papers were presented to resolve this issue, and the employees rejected the original cabinet paper and continued to engage in trade union action. The non-academic staff has reportedly agreed to the second cabinet paper.

Both cabinet papers have ordered the Secretary to the Ministry to provide the information necessary for the Salaries and Cadre Commission to solve the problem.

The two cabinet papers have also stated that the proposals submitted by the Salaries and Cadre Commission within a month will be submitted to the Cabinet after obtaining the concurrence of the trade unions.

The workers and management signed the agreement stating that the management will adhere to the recommendations made by the Salaries and Cadres commission as a solution to their issue and will not penalize the workers who were engaged in the strike.

The agreement was signed by the Secretary to the Ministry, the Chairman and Secretary of the University Grant Commission and the representatives of Trade Union Alliance.

Sri Lankan universities Non-academic staff launches strike action from September 10. About twenty five non-academic unions attached to 15 State Universities are due to join the strike.

Media secretary of the Federation says that the non-academic staff of all the universities will be on strike since they have not received a favorable response from the authorities regarding their salary issue. Still Ministry of Higher Education has not taken any steps to meet their demands.

Union leaders say government must bear responsibility for any losses caused by their trade union action.

Meanwhile, members of the Sri Lanka Administrative Service Union have decided to go on strike September 10 and the day after based on several demands including salary anomalies.

Several non-academic unions also planning a massive protest same day at opposite the Finance Ministry Colombo.

Salary issues

Unions are protesting the Government’s failure to address a longstanding salary anomaly created. They say the salary anomaly only affects non-academic staff at State Universities and charge that authorities failed to provide a solution, though they have been briefing them on the issue since 2016 itself.

Earlier August 28 and 29, non-academic staff of Sri Lanka's state universities launch a 48-hour strike demanding a salary increase.

Ministry of Higher Education stated that he has already requested a meeting with the Ministry of Finance over the matter.

Strike to continue

The union wants university employees’ salaries brought into line with other government employees. It also wants a proper pension scheme for non-academic workers and increases in incentive payments. Non-academic workers walked out on July 30 over the refusal of university authorities to discuss the JCUTU’s demands.

University non-academic staff will launch a continuous strike from September 10 onwards, if the Government fails to provide solutions to a longstanding salary anomaly, Unions warned.

Finally a good news for Sri Lanka's education system. 500 School buildings, built at a cost of Rs 10 billion declared open on September 9. The project covers in all 9 Provinces in Sri Lanka.

Nearest School is the Best School

Under the "Nearest School is the Best School" (Langama Pasala Hondama Pasala) program, 500 school buildings with modern facilities added to Sri Lanka education system. Prime Minister Ranil Wickremesinghe declare opened the projects September 9th.

The new buildings constructed at a cost of Rs. 10 billion under the project "Nearest School is the Best School". Project is covering all districts with the objective to provide a better school system to the children.

The buildings include, Science Labs, Computer Labs, Sports Complexes, buildings for Technical studies, Libraries, Principals’ and Teachers’ Quarters. In addition buildings include Classrooms, improved Sanitation facilities and Supply of Electricity and Water.

According to Education Minister Akila Viraj Kariyawasam, this project is the largest project where number of buildings opened on the same day, for school related projects.

Massive Project

Under the development program, 18,000 projects implemented in 9,064 schools and the total investment was Rs. 65 billion.

In parallel to the program, the "Shishyoda" National Institute of Special and Inclusive Education in Weniwelkola, Kahathuduwa, will be vested with the students on the 9th under the patronage of Prime Minister Wickremesinghe.

This new program implemented according to a concept of Sri Lanka Education Minister Akila Viraj Kariyawasam.

“The concept will encourage more students to join these schools. So, instead creating an unnecessary rush to gain admission in National schools,” he added.

Hence, Government allocated a total of Rs 65 billion for education projects related to schools. And under that program about 9,000 schools covered. So, The Government has spent over Rs 44 billion for the projects.

So of the total number of 18,600 projects, 15,000 are Provincial projects and about 2,000 to National schools.

Others charge a fee of Rs.20.
